In short

What is taxi and private hire insurance?

Taxi and private hire insurance is motor cover for vehicles that carry fare paying passengers. It must match how the vehicle is licensed: public hire for taxis that can be hailed or use ranks, private hire for vehicles that take pre booked journeys only. Fleet policies cover many licensed vehicles and drivers under one schedule.

Drivers, vehicles and private hire operators are licensed by the local council, or by Transport for London in the capital, and licensing authorities expect suitable hire cover to be in place before a vehicle is licensed. A standard business motor policy does not cover carrying passengers for payment.

For operators, the motor cover is only part of the picture. Booking offices, control staff, vehicles rented to drivers and the income lost when a car or the office is out of action all need thinking about.

What it covers

What does taxi and private hire insurance cover?

A taxi fleet policy combines motor cover with the extras an operator needs. These are the sections to look for, and the points where policies differ most.

Public or private hire use

Cover for carrying fare paying passengers on the terms of each vehicle's licence, written on a fleet basis for the vehicles you own, lease or manage.

Passenger and third party liability

Injury to passengers, including while getting in and out, and to other road users and pedestrians, plus damage to their property.

Fire, theft and accidental damage

Repair or replacement of your vehicles, including meters, partitions, card readers and camera systems where these are declared.

Vehicles rented to drivers

Cover for vehicles you rent or lease to licensed drivers, a common model that standard taxi policies do not always allow.

Replacement vehicle or daily benefit

A licensed replacement or a daily payment while a vehicle is being repaired following an insured accident. Licensed replacements can be hard to find, so the terms matter.

Wheelchair accessible equipment

Ramps, lifts and restraint systems in accessible vehicles, and liability for injuries while passengers are helped aboard.

Booking office and ranks

Public liability for customers waiting at your office or a private rank, and property cover for the office itself.

Control and workshop staff

Employers' liability for dispatchers, call handlers and mechanics, which most businesses with staff must hold.

Extra cover taxi operators often buy

  • Cyber insurance: booking apps, dispatch systems and passenger data
  • Personal accident: benefits for drivers injured on duty, including from assaults
  • Legal expenses: uninsured loss recovery, licensing appeals and motoring prosecutions
  • Motor trade cover: for operators whose workshop also repairs vehicles for other people
Operators we see

Who needs taxi and private hire fleet insurance?

Any business that owns, runs or manages licensed passenger vehicles. These are the operator types specialist taxi insurers deal with most.

Carrying larger groups? Groups too big for a car or MPV usually travel by minibus. See minibus and coach insurance.

  • Hackney carriage fleet owners: taxis working ranks and street hire, often double shifted
  • Private hire operators: booking firms running their own cars alongside drivers' vehicles
  • Taxi rental companies: vehicles rented to licensed drivers, with cover passing between users
  • Executive and chauffeur firms: prestige cars serving corporate accounts and events
  • Airport transfer specialists: long motorway runs, early starts and luggage handling
  • Wheelchair accessible operators: adapted vehicles with ramps, lifts and passenger assistance
  • School and council contract operators: home to school and social care runs that may also need minibuses
  • Patient transport providers: non emergency transport for clinics and hospitals
  • Hotel and venue transport: courtesy cars and guest transfers run as a paid service
Cost

How much does taxi and private hire insurance cost?

Taxi fleets are priced on where and when they work as much as on what they drive. These are the factors insurers weigh.

Licensing area

Busy cities and areas with high claim frequency are rated differently from smaller towns and rural areas.

Public or private hire

Street hire and rank work carry different risks from pre booked journeys and contract work.

Vehicles

Value, type and repair costs, including hybrid and electric cars, accessible vehicles and executive models.

Drivers

Ages, years licensed as hire drivers, how they are engaged and how often the driver group changes.

Hours and type of work

Night work, double shifting, airport runs and school contracts each change the exposure.

Claims and cameras

Claims experience across the fleet, and whether cameras are fitted to help settle disputed accidents and passenger claims.

Exclusions

What taxi insurance usually excludes

Taxi claims most often fail on licensing and use. These exclusions catch operators out.

  • Driving by anyone without a current hire driver's licence from the relevant council
  • Taking street hails or rank work in a vehicle insured for private hire only
  • Vehicles whose licence has expired or been suspended
  • Carrying more passengers than the vehicle is licensed for
  • Food or parcel delivery work, unless declared and agreed, which may need courier cover
  • Passengers' lost property and fare disputes
  • Theft of cash takings by staff, which needs crime and fidelity cover
  • Wear and tear and mechanical failure, which are common on high mileage taxis
Public or private hire

Public hire or private hire?

The two licences look similar from the outside, but insurers treat them as different uses. Each vehicle must be insured for the work it is licensed to do.

How to compare taxi and private hire insurance

Taxi insurers ask detailed questions about licensing and drivers. Having the answers ready keeps the process moving.

  1. List vehicles and licences

Each vehicle with its value, licence type, plate details and licensing council.

  2. Explain your driver model

Employed drivers, drivers renting your vehicles and drivers on circuit, with their experience and how they are checked.

  3. Describe the work

Rank and street work, bookings, airport runs, contracts and the hours vehicles are on the road.

  4. Gather claims history

Fleet claims over recent years, and evidence from cameras or telematics where you have it.

  5. Compare the detail

Check rental terms, replacement vehicle provision, driver age limits and any conditions about licences.

FAQs

Taxi and private hire insurance FAQs

How much does taxi fleet insurance cost?

The main drivers of price are your licensing area, whether vehicles do public or private hire, the vehicles themselves, your drivers, the hours and type of work, and your claims history. Your broker can explain which of these weighs heaviest for your fleet.

Can public hire and private hire vehicles go on one fleet policy?

Yes. Many fleet policies cover both, with each vehicle insured for the use its licence allows. The schedule should show clearly which vehicles are public hire and which are private hire.

Can we insure vehicles that we rent to licensed drivers?

Yes, but not every taxi insurer offers it. Rental fleets need a policy that covers vehicles while hired to drivers, with clear rules on driver checks, licences and who handles claims. Tell the broker how your rental agreements work.

Are passengers covered if they are injured?

Yes. Passengers are covered under the third party section of the motor policy, including injuries while getting in and out of the vehicle. Injuries at your office or a private rank fall under public liability.

What happens if a driver's licence lapses?

The policy usually only covers drivers with a current hire licence, so a claim while a licence has lapsed could be refused or recovered from the business. A system for tracking licence renewal dates is worth having.

Do we get a replacement taxi after an accident?

It depends on the policy. Some provide a licensed replacement, others a daily payment while the vehicle is off the road, and some offer neither. Licensed replacements can be scarce, so check what is included.

Can our drivers do food or parcel delivery between fares?

Only if the insurer agrees. Delivery work is a different use from carrying passengers, and most taxi policies exclude it unless it is declared. Ask the broker before drivers take on delivery work.

Do in car cameras help with taxi insurance?

They can. Forward and cabin cameras help settle disputed accidents and passenger complaints, and some insurers take them into account when pricing. Make sure camera use follows data protection guidance for passengers.
